Conditions of Hire

The following conditions apply for individuals and organisations hiring premises and facilities from St. Andrew’s.

Please ensure that you have read these conditions prior to booking. It is your responsibility to contact the relevant person for the service you require.

1. Access and Key Receipt

Access for all hiring is arranged by the Church Office.     tel: 01249 655947

Key Receipt

A signed receipt is required when new keys are issued. The hirer shall ensure that the premises are secure during and after the hiring. All electrical appliances must be turned off when leaving the premises unattended at any time and at the conclusion of the hiring.

2. Health and Safety

Please read the St. Andrew’s Health and Safety policy document. The hirer must acquaint themselves with the content of safety notices including Fire notices and appoint responsible persons to ensure the safe evacuation of the premises in case of emergencies.

For health and safety reasons, including ambulance or fire engine access to church premises parking is not permitted in the Churchyard during public performances and rehearsals.

Smoking is not permitted in any part of the premises.

Any electrical equipment used on the premises must have a valid PAT certificate.

3. Safeguarding and DBS (Disclosure and Barring Service)

Hirers using the premises for events involving children or vulnerable adults must satisfy St. Andrew’s PCC that they have an adequate child and vulnerable adults policy in place. We reserve the right to inspect such a policy.

4. Insurance

St. Andrew’s PCC is insured for its own activities. St. Andrew’s hires these premises on the understanding that it accepts no liability for loss or any other eventuality beyond the public liability responsibilities of PCC. Therefore, it is essential that the hirer take out their own insurance to cover themselves and third party claims and liabilities that could arise from the hirer’s activities. St. Andrew’s PCC shall not be responsible for any hirer’s use of the premises, facilities or contents. The hirer shall take all reasonable care of the premises, facilities and contents and will be responsible for loss or damage from any act arising from any act or default of the hirer. Any damage must be reported to the Church Office in writing within 24 hours.

5. Licensing and refreshments

The Licensing Act 2003 states that a Temporary Events Licence must be obtained from Wiltshire Council whenever it is intended to sell alcoholic drinks in the Church or Church Halls. The Licence must be presented to the church authorities prior to the event and visibly displayed. This requirement applies equally to drinks sold for cash over a bar, drinks including in the price of an event ticket, and drinks served “free” but for which a “donation” is clearly requested and expected. The Church needs to record your licence in order not to exceed their limited of 12 per year per facility.

6. Parking

Parking is restricted outside the premises. Permission must be obtained from the Church Office. The nearest car park is Emery Lane.

7. Advertising

Events can be advertised in the Church Porch,  Magazine and pewsheet, and linked from our website.

We can also distribute small posters at our Wednesday coffee mornings.

The following conditions apply when hiring the Church


The parish priest must be consulted regarding Church bookings. The Church Office will request this prior to confirming a booking.

9. Church Events Management

A St. Andrew’s team will assist in the preparation of the Church prior to your event.

10. Church Instruments

Permission to use the piano or organ is required from the Director of Music.

11. Performing Rights Society

On all occasions other than those of religious worship and certain other private functions (eg. wedding receptions) where copyright works are performed in a Church or a Church Hall, a licence from the Performing Rights Society (PRS) or other authority is probably required. This applies equally to public performances of literary, dramatic or musical works. If your application involved using the premises for such public performances you will  be required either to obtain and present to us in advance of the event a copy of your licence to perform works, or to agree to pay whatever royalty is advised by the PRS after the event under arrangements established between St. Andrew’s Church and the PRS. Details of procedures and addresses can be obtained from the Church Office.

Photocopies of music, lyrics or other literary materials for use on St. Andrew’s premises without the permission of the owner is not permitted. If your application for use of our premises anticipates the use of photocopied material you are required to present written evidence that the copyright owner has given permission for the planned performance or usage in advance of your booking being approved by the Church authorities.

The invoice will be sent by the Bookings Secretary within 14 days of the event. Invoices should be paid within 7 days and made payable to St. Andrew’s PCC, addressed to The Treasurer, St. Andrew’s Church Office, Market Place, Chippenham, SN15 3HT.
